SPURR is a California joint powers authority that saves its members money by pooling their purchasing power. SPURR's Renewable Energy Aggregated Procurement (REAP) program finds and pre-approves qualified energy suppliers. With this program, schools and community colleges can be confident they are getting the best pricing while avoiding the process of seeking competitive bids themselves.
