Though both industry (W3C) and government (Section 508) guidelines for Web accessibility are readily available, widespread compliance is lagging. For example, in a May 19, 2011 press release, the National Federation of the Blind highlights a study published in the journal Government Information Quarterly, which found that of 100 Web sites operated by federal government agencies, over 90 percent did not comply with Section 508 guidelines.
