Profile America — Saturday, May 15th. The national census now under way is the 23rd time this once-a-decade count has been conducted since 1790. This unbroken string of population counts is called for in Article I of the U.S. Constitution. The founding fathers wrote in such a provision to ensure that seats in the House of Representatives are fairly apportioned. Modern censuses are largely taken by mail. But households which did not return their census form will be visited by a census taker, who will ask the same 10 simple questions that are on the form. The answers from each household will not only help guarantee political representation, but proper distribution of $400 billion in federal program funds.
