Aims to streamline applications, spur housing and business growth, and set a new standard for community development
SAN FRANCISCO, Oct. 15, 2025 /PRNewswire/ -- OpenGov, the leader in AI and ERP solutions for U.S. local and state governments, has officially kicked off a transformative partnership with PermitSF to modernize the City's permitting and licensing systems.
This milestone comes on the heels of Mayor Daniel Lurie's election promise earlier this year to create PermitSF, an ambitious initiative to make the City's permitting process faster, clearer, and more transparent. The program aims to accelerate housing, help small businesses open their doors sooner and more easily, and enable critical infrastructure projects to move forward without costly delays.
"Our administration inherited a broken permitting process. I've made it a priority since day one to fix it—taking steps to simplify our system, cut red tape, and make it easier to open and grow a business in San Francisco," said Mayor Lurie. "With this partnership, we will create a consolidated, streamlined system that will simplify the permitting process and better support small business owners and homeowners. We look forward to working with OpenGov to fix San Francisco's broken system."
After reviewing more than 50 vendor proposals, San Francisco selected OpenGov as its technology partner to implement an enterprise-wide Permitting & Licensing system, consolidating various departments and legacy systems into a single platform for all permit activities. The City chose OpenGov for its proven track record working with more than 2,000 government agencies, AI-powered workflows, and human-centered approach to implementation, which emphasizes working side-by-side with City staff to onboard and train them effectively.
"We applaud Mayor Lurie and the team at PermitSF for setting a new standard of high-performance government in the U.S. Public service is personal at OpenGov, and that's especially true here as a company headquartered in San Francisco," said Zac Bookman, co-founder and CEO of OpenGov. "Our approach goes beyond technology. It's about people and partnership, and we measure success by our customers' success—including how they are supported, empowered, and equipped to serve their communities better. We're proud to lock arms with the City to deliver the kind of permitting experience our residents and businesses deserve."
With OpenGov Permitting & Licensing, City employees will gain modern tools to process applications more efficiently, while residents and business owners experience an intuitive digital journey from start to finish. The Permitting & Licensing implementation is phase 1 of the project, with phases 2 and 3 following next summer.
