At the National Congress, the CPC leader reports to the delegates on the work of the Central Committee for their examination. The report is crucial, as it reviews China's achievements in the five years since the last congress in all areas, including the economy, politics, culture, society, ecology and diplomacy, and sets out the country's plans for future development. Since the 18th CPC National Congress, historic changes have taken place in all areas. China has registered an average annual growth rate of over 7 percent, contributing more than 30 percent on average to world economic growth. It has offered its plans for global governance by promoting the Belt and Road Initiative, initiating the Asian Infrastructure Investment Bank (AIIB) and other concrete actions. Hence, the report being delivered to the 19th CPC National Congress has already received great attention at home and abroad. It charts China's future development at a new historical starting point and indicates the effects the country's development will have on the world.

Amending the Party's constitution is another function and power of the National Congress. The 19th CPC National Congress will carry out the 17th amendment to the constitution, with new terms and experiences drawn from governing to be added, as well as the upgrading of important party institutions. What's more, major issues concerning Party are discussed and decided at the Congress.

In the eyes of many countries, the CPC, the only ruling party in China, is always somewhat mysterious. The CPC National Congress demonstrates that the Party can win the trust of the people, maintain long-term power and lead the country to prosperity because it is able to elect competent leaders, make decisions collectively and achieve self-innovation, self-improvement and self-perfection.
