The Meadows Center Appoints Carlos Rubinstein as Advisor to its Programs

SAN MARCOS, Texas, May 12, 2016 /PRNewswire-USNewswire/ -- Carlos Rubinstein, an expert in water resources with more than 20 years of experience in the public and private sectors, will help guide water sustainability efforts as an advisor to The Meadows Center for Water and the Environment at Texas State University, officials announced Tuesday at a stakeholder workshop.

"Texas State is committed to preserving our state's water resources, and the added expertise of Mr. Rubinstein will help The Meadows Center fulfill its role as a principal contributor to water research, stewardship, education and service," said Texas State President Denise Trauth.

Rubinstein is currently a principal at RSAH₂O, an environmental consulting firm in Austin. Prior to his work at RSAH₂O, he served as chairman of the Texas Water Development Board and Commissioner of the Texas Commission on Environmental Quality.

Rubinstein's first project will focus on the Texas Environmental Flows Initiative, which is a group of conservation organizations in Texas that are working together to find and purchase water for the environment. He will support the initiative to develop the foundational science and initiate a water-transaction market in Texas for the benefit of bays and estuaries.

Over the next two years, the initiative will secure one significant water transaction that improves an ecological habitat impacted by the Deepwater Horizon oil spill. Partners participating in the initiative include the Harte Research Institute Foundation, National Wildlife Federation, The Nature Conservancy, Ducks Unlimited and National Fish and Wildlife Foundation.
