Prior to 4Sight, Arjona served the Panama National government as the Deputy Presidential Secretary for the Presidential Secretariat for Government Innovation where he influenced the organizational reform to create the National Authority for Government Innovation. He then served as the Deputy Administrator and National Director for e-Government for the National Authority for Government Innovation where he established the new vision and direction of National e-Government through the design of the National e-Government Master Plan resulting in Panama's escalation of 13 positions in the UN Global e-Government Survey. This achievement received praise from organizations such as the United Nations, Organization of America States, World Bank and countries including Korea, Colombia, Spain and Chile. Arjona has also occupied prestigious positions such as the Regional Director for the United Nations, and Regional General Manager for American Express, and belongs to high-level advisory boards for key companies, universities and governments in the region.

Arjona joins 4Sight as the first two of four pilot projects are completed for the Government of Panama: Electoral Court of Panama (Tribunal Electoral de Panama) and the Colon Free Trade Zone, the second largest free port in the world. The remaining pilot projects with the Panama Canal and the National Authority for Government Innovation are expected to be completed soon. The projects will establish the interoperability of disparate systems, implementation of a data super cube to facilitate Business Intelligence for strategic decision making, creating constraint-driven production optimization processes for time and cost savings, and instituting ISO-based quality control and continuous improvement processes for improved profitability and efficiencies for these organizations.
