"The threats to the international community from failed and failing states are proliferating. In response, more nations are devoting more resources – human and financial – to deal with those threats," remarked Amb. Litt. The conference will examine whether and how civilian and military actors can effectively collaborate to meet these challenges. In addition to co-chairing the conference, Litt will facilitate a panel discussion on civilian and military coordination in crisis environments and will be speaking on debating stakeholder roles and responsibilities.

Amb. Litt, the former Ambassador to the United Arab Emirates, served for 34 years as a career U.S. diplomat, specializing in the Middle East and Southwest Asia. He also served as the Political Advisor to the commanders of both U.S. Central Command and U.S. Special Operations Command, among a number of other career assignments.

Litt's wealth of experience at the intersection of military and civilian government agency operations is the driving force behind the Center for Stabilization and Economic Reconstruction (CSER).  CSER provides educational programs ranging from pre-deployment economics and governance roundtables to executive education seminars and symposia for combatant commands.

The Institute for Defense and Business (IDB) is a non-profit research and education institute formed in 1997 by UNC and the state of North Carolina. The IDB offers a series of educational programs for the military, government, non-governmental agencies, and private industry, in the areas of logistics, operations, life cycle management, organizational change, and economic stabilization.
