According to Perillo, the new president of Brazil will have some public management challenges to solve in order to make significant improvements to the economy. An improved economy will require the country to reform social security and to make changes in stable government positions. "I'm against the CPMF (Tax on Bank Transactions), but if the structure of expenses isn't changed, Temer will have a big can of worms, such as how to increase the retirement age," he said.
"All of us know that Brazil is facing huge challenges. But we have everything to find a way, with actions that can really change strategic areas such as health, education, public safety, and especially the infrastructure sector." As an example Perillo cited the Brazil-Central Consortium, an economic bloc formed by the Federal District, Goiás, Mato Grosso and Mato Grosso do Sul, Tocantins and Rondônia. "That is where we discuss the states' main problems. And many of the solutions recommended in the state sphere can be applied to Brazil," explained the governor, who chairs the Consortium.
Regarding development in Goiás, Perillo highlighted management as the main differential in the quality of public services provided to the population. One example is the unprecedented initiative to outsource school management. "Social Organizations (SOs) help us to administer schools with a definition of results and a matrix of content determined by the government," he explained. The governor said that the plan is to also bring SOs into health care. "It is possible to change public health with private management, professional management. And to pay based on results presented," he finished.
