Cofely Services Inc. to provide Facilities Management services for the Civic Operations Center in Saskatoon
MONTREAL, Feb. 24, 2015 /PRNewswire/ -- Cofely is pleased to announce that they have been awarded a 25-year contract to provide facilities management (FM) services for the new Civic Operations Center in Saskatoon.
The $160 million public-private partnership (P3) contract was awarded by the Saskatoon City Council to ITS (Integrated Team Solutions). ITS is a consortium led by EllisDon Capital Inc., Fengate Capital and including Kasian Architecture, EllisDon Corporation and Cofely Services inc. Cofely will be the facilities management lead, and the other companies will design, build, and finance the project.
Cofely has been involved with this initiative from the earliest stages, advising the design-build team and the City on issues that will impact the ongoing facilities management, including design and infrastructure resilience, product selection, energy usage and operational efficiencies. Cofely will provide maintenance, refurbishment and renewal services maintaining prescribed performance specifications throughout the 25 year operational term.
The Civic Operations Centre (COC) is situated on a 180-acre site. This initiative, involving the relocation of the city's Transit Maintenance Facility and Snow Management Facility is the first phase of a wider plan to collocate several key civic operations and services to this site. Construction is expected to start in Spring 2015 and is due to be completed by late 2016 with the Snow Management Facility operational by January 2017.
"We are excited about the opportunity to strengthen our position in P3 projects in Canada. This is a strategic contract for us, as we will be providing an integrated suite of FM services to our client and assuming the lifecycle responsibility throughout the term of the contract," said Francois Depelteau, President and CEO of Cofely Services Inc. "This award clearly illustrates the depth and breadth of Cofely's capabilities in terms of both range of services and geographical coverage. It demonstrates how we can integrate FM, energy management, and project services to create value for our customers. We are looking forward to working in partnership with the City of Saskatoon and the ITS consortium."
According to a press release issued by the City of Saskatoon, the P3 model is expected to achieve value for taxpayer dollars equivalent to $92.3 million when compared to the traditional "Design-Bid-Build" approach typically used by the city.
