CTIA Statement on Today's FCC Open Meeting
WASHINGTON, Feb. 15, 2012 /PRNewswire-USNewswire/ -- Please attribute the following statement to CTIA-The Wireless Association® Vice President of Regulatory Affairs Christopher Guttman‑McCabe:
"With 80 percent of wireless-related complaints coming from third parties sending unwanted text messages and making unsolicited phone calls, consumers are the winners from the FCC's re‑affirmation today. As CTIA had requested this January, any autodialed text message sent to a wireless device without prior written or oral consent violates the Telephone Consumer Protection Act (TCPA). This reconfirmation is significant in light of the increase in consumer complaints and inquiries made to carriers' customer call centers regarding unwanted text messages sent by political campaigns.
"CTIA and its members also share the FCC's strong interest in ensuring reliable communications – especially for reaching 911 – and understanding where and why outages to interconnected VoIP communications occur. While CTIA has long stated that government can provide no greater incentive than a wireless provider's existing motivation to protect its networks and serve its consumers, we applaud the FCC for taking a measured approach in today's Report and Order that represents a sensible framework for advancing industry best practices regarding network reliability.
"In addition, CTIA is pleased that the FCC is taking the next step to address our Petition to remove obsolete regulations and streamline its licensing procedures for cellular licensees. By transitioning cellular licenses to a geographic-based licensing model, the FCC will harmonize cellular licenses with those of other wireless services. This action can create consistency, deliver certainty and reduce burdens on wireless providers, leaving them better positioned to expand wireless broadband services in rural areas. We look forward to working with the FCC in the rulemaking proceeding initiated today, and ultimately to adopting an order that benefits wireless consumers."
