Walsh's transactional practice includes representation of clients in mergers and acquisitions and other commercial negotiations and transactions, such as renewable and fossil fuel power project development and financing, power purchase and tolling agreements, and electric, natural gas, coal and other energy trading activities.
Her regulatory work focuses on the electric power sector, and her recent transactional experience includes counseling clients in the coal, E&P, and gas storage sectors with respect to mergers and acquisitions and energy-related investments, energy market rules, and defense of enforcement actions by FERC, DOJ and the CFTC.
"Elaine's transactional and regulatory representations on behalf of energy clients is well-respected throughout the industry, and we are pleased that she decided to join Baker Botts," said Managing Partner Walt Smith. "Elaine strengthens our existing energy team substantially in terms of the depth and scope of our capacity to provide counsel on major transactions."
During the past year, Walsh represented a major independent power producer in the acquisition of a retail energy company and an integrated international energy company in the divestiture of its shale gas business. She also represents several energy companies and investors in complex physical and financial trading transactions and with respect to recent rulemakings, which affect the energy industry under the Dodd-Frank Wall Street Reform and Consumer Protection Act.
Prior to joining Baker Botts, Walsh was a partner at Kirkland & Ellis. She has been recognized by Chambers USA as one of "America's Leading Lawyers for Business." In 2010, Law360 named her a "Rising Star," a list of 10 energy lawyers to watch under the age of 40.
Walsh earned her law degree and an MA in economics from Washington University and a BA degree in economics from the University of Florida.
