Former GSA and VA Executive Frank E. Lalley to Lead Veterans Affairs Operations at Engineering Services Network
ARLINGTON, Va., Oct. 3, 2011 /PRNewswire/ -- Engineering Services Network Inc. (ESN), an engineering and technology solutions company that provides services to DoD and other federal agencies, announced today that it has named Frank E. Lalley as its Executive Director of Veterans Affairs Operations.

Before joining ESN, Lalley was an adviser to the assistant administrator for disaster operations and the chief information officer of the Federal Emergency Management Agency (FEMA) within the Department of Homeland Security.
While at FEMA, Lalley served as the telecommunications adviser to the Principal Federal Official (PFO) for Gulf Coast Recovery and as a leader of the Baton Rouge, LA, Joint Field Office Communications Unit. He represented FEMA in meetings with senior officials of federal, state and local government agencies.
From 1998 to 2002, Lalley served as an assistant commissioner of the General Services Administration. In that role, he was responsible for the federal government's $1 billion annual long-distance telecommunications programs.
Lalley's career includes positions with the Department of Veterans Affairs, Department of Defense, Department of Energy and the Federal Energy Administration. From 1994-98, he was associate deputy assistant secretary for telecommunications at the Veterans Affairs. From 1990-94, he served as associate deputy assistant secretary for information resources policy and oversight at Veterans Affairs; from 1987-90, he was director of information management and statistics at Veterans Affairs.
