GHG Protocol Scope 3 and Product Standards Can Create Unfunded Mandates
NEW YORK, Sept. 12, 2011 /PRNewswire/ -- (http://www.myprgenie.com) -- Kuhn Associates Management Advisers LLC has made available Information Briefs by Robert W. Kuhn on the Greenhouse Gas Protocol Initiative's (the "GHG Protocol") well-regarded "Corporate Standard" and the latest drafts of their "Scope 3" and "Product" Standards (these two due to be finalized and released in October 2011).
As part of the Stakeholder Advisory Group for the GHG Protocol, Mr. Kuhn has reviewed and provided comments to ensure that the Scope 3 and Product Standards are of the highest quality, user-friendly and practical for businesses. Now that the public comment period is over, the final standards are scheduled to be published in the fall of 2011.
"These new standards represent a great beginning at establishing a measurements standard, though once put into practice we will probably discover revisions. In addition, companies need to be aware that Scope 3 and Product standards implementations could have unintended consequences. For example, initiatives could lead to unfunded mandates for suppliers to which they would have difficulty committing. Supply chain partners will be asked to report on large quantities of data, but are already overstressed with the multiple requirements of many customers," says Mr. Kuhn, "however there are non-monetary incentives available to these partners that can ease the process."
