KENNEBUNK, Maine, Sept. 30, 2015 /PRNewswire/ -- In its latest Business Strategy Report, Mark Farrah Associates (MFA), www.markfarrah.com, assessed enrollment trends since the onset of the Affordable Care Act's (ACA) 2014 enrollment season in October of 2013. The ACA has had a substantial impact on health insurance enrollment, product mix and company focus over the past 18 months since the implementation of the Open Enrollment season. MFA analyzed significant trends focusing on the 6 month increments between 4Q13, 2Q14, 4Q14 and 2Q15, as reported by the NAIC, CA DMHC and MFA's ASO estimates.
When comparing Blues and Non-Blues plans, MFA observed medical membership changes across all Commercial, Medicare and Medicaid segments. Blues plans gained over 2.3 million new Commercial members between 4Q13 and 2Q15 however, Commercial enrollment for Non-Blues plans dropped by .3%. Medicare membership increased for both Blues and Non-Blues plans. Non-Blues plans significantly increased their Medicare membership by 35.9% between December 2013 and June 2015 and the Blues saw a 13.3% enrollment increase over the same 18 month period.
Medicaid membership has experienced the largest gains when compared to Commercial and Medicare enrollment changes. As of June 2015, The Centers for Medicare and Medicaid Services reported 71.9 million total Medicaid members, an increase of 13.1 million, since October 2013. For June 30, 2015, health insurance companies that file NAIC statutory statements reported Medicaid membership of 43.8 million, up 13.8 million, since December 2013. It is important to note Medicaid plans that are not regulated by state insurance departments generally account for differences between NAIC and CMS reporting.
The top 5 leaders with Medicaid business include Anthem, UnitedHealth, Centene, Molina and WellCare. Collectively, these leaders have added approximately 5.8 million members to their books, equating to a 44% share of the total national growth in Medicaid enrollment over the 18 month period. Out of these top 5, Anthem has experienced the greatest overall change in product line mix with a shift towards Medicaid. As of June 2015, their Medicaid mix was 15.4%, up from 11.8% at the end of 2013.
