KENNEBUNK, Maine, Dec. 8, 2015 /PRNewswire/ -- Medicaid is the largest health insurance program in the U.S., covering over 72 million Americans and representing approximately one sixth of the national health economy. The impact of the Patient Protection and Affordable Care Act (ACA) on the Medicaid market has resulted in unprecedented growth for Medicaid health plans and service providers industry wide. In the latest Health Care Business Strategy report, Mark Farrah Associates (MFA) provides Medicaid market observations with insights about health plan competition and the continuing impact of Medicaid expansion.
The 31 states who have opted to participate in Medicaid expansion programs have realized significant overall enrollment gains compared with states that have not elected to expand. Of these states, Kentucky experienced the largest percentage of Medicaid growth since ACA implementation with approximately 1.1 million Medicaid members. This is an 87% increase from the 600,000 members enrolled in Medicaid pre-ACA. Nevada saw a membership increase of 73% since the ACA was amended, currently enrolling more than 573,000 members. Oregon's enrollment grew by 69% and the state's Medicaid program covered more than one million members as of August 2015. Nebraska and Wyoming, among the 19 states that have not expanded Medicaid, experienced a decline in enrollment since September 2013.
As of June 2015, total Medicaid managed care membership reported through statutory filings was nearly 44 million. Assessing data reported by insurers through the National Association of Insurance Commissioners (NAIC) and the California Department of Managed Health Care (CA DMHC), Mark Farrah Associates reported that enrollment for the top five risk-based Medicaid Managed Care plans is on the rise since the inception of the ACA and Medicaid expansion. Among the top five leaders, Anthem commanded 11% of the Medicaid market share as of second quarter 2015, enrolling approximately 4.8 million members. UnitedHealth and Centene have also consistently grown with 10% and 8% market share. Furthermore, Molina and WellCare rounded out the top five Medicaid managed care leaders accounting for 6% and 5% market share, respectively. These top five Medicaid companies control 40% of the overall Medicaid Managed Care market.
