BALTIMORE, April 1, 2013 /PRNewswire/ -- The law firm Ober|Kaler announced today that Catherine A. "Cathy" Martin, formerly an associate at the firm, has returned as a principal in its Health Law Group.

Ms. Martin represents health care entities in fraud and abuse matters, advising clients on compliance with federal Antikickback law, the Stark physician self-referral statute and the federal civil monetary penalty provisions. She also represents hospitals and health systems in a wide range of complex legal and business matters, including joint ventures, patient assistance programs, physician recruitment and alignment strategies, Medicare and Medicaid reimbursement, pay-for-performance and other innovative payment initiatives, and preparation of compliance programs.
Ms. Martin was an associate at Ober|Kaler from 1999 to 2003. She then went on to serve as Senior Counsel with the Office of Inspector General (OIG) at the US Department of Health & Human Services within the Industry Guidance Branch from 2004 to 2007. As an OIG lawyer, Ms. Martin evaluated fraud and abuse violations and provided guidance to industry representatives and government officials. She handled quality-focused initiatives and was one of the primary authors of the electronic prescribing and electronic health records safe harbors under the Antikickback Statute. After her tenure with the OIG, Ms. Martin returned to private practice as counsel with Alston & Bird and later as a partner at Adelman, Sheff & Smith.
She is one of more than fifteen Ober|Kaler health lawyers who have served as counsel with federal government agencies.
Ms. Martin is a frequent author and lecturer on health care fraud and abuse and compliance issues. She is co-author of the chapter on fraud and abuse in the 2011-2012 edition of Health Law Handbook, by Thomson Reuters/West Group.
Ms. Martin is ranked in "Healthcare" in the 2013 edition of Chambers USA, a compilation of the country's most widely recommended firms and lawyers.
She is a graduate of the University of Maryland School of Law (JD, 1999) and Loyola College of Maryland (BA, 1992).
