The cities in this study have similar goals for the adoption of real-time city technologies, but with important differences in the way they achieve them. Some have more funding than others. Some work closely with one or more ICT vendors; and others value the independence and collaborative nature of open source alternatives.

Cities want to move beyond simply making existing information and processes available online. Differentiation lies in the foundations they put down in terms of data strategies, both open and commercial; governance structures; and partnerships.
Benefits for ICT Suppliers
By investing early, ICT suppliers benefit from access to a live test bed, both for research and development (R&D) purposes and also as a high-profile demonstrator. They are also able to build closer relationships with the city.
PPP and Grant Finance
Public private partnerships (PPPs) are the most common financial vehicle for ICT investment. Intermediaries, such as the local university, are an important source of R&D and a channel to additional grant funding.
Managed Services Opportunity
As projects reach the end of their funding, which are typically funded for xx to xx years, managed services providers will tender for a lucrative and wide-ranging role that is increasingly central to the city's development.
Value Shifts to Analytics
Over time, services will scale and the value per unit of data will fall. Value then quickly shifts to analytics and algorithms for optimisation and self-learning. Early investors can get a head-start in developing these data-centric solutions to try to become the Google of real-time cities.
Economies of Scale
Cities say they want suppliers to engage with local priorities rather than promote ?one-size-fits-all,? end-to-end solutions. However, the danger for vendors is that the market fragments and economies of scale are lost.
Open Source
Scale relies on standards for the exchange of data, both as an open resource and for commercial trade. Automation is essential to lower the costs of integrating diverse data sources. Several city consortia are working on these challenges and many see open source as a means to propagate solutions widely.
