Philadelphia Area to Enhance Preparedness and Security with Mind-Alliance Information Sharing Planning Software
ROSELAND, N.J., Aug. 17 /PRNewswire/ -- Mind-Alliance Systems, LLC announced a contract with the Delaware River Port Authority (DRPA) to provide its "CHANNELS" Information Sharing Planning software, consulting and training to the Philadelphia Area Regional Transit Security Working Group (PARTSWG). The PARTSWG members include Amtrak, NJ Transit, Pennsylvania Emergency Management Agency (PEMA), the Philadelphia Police Department, the Port Authority Transit Corporation (PATCO), the Southeastern Pennsylvania Transportation Authority (SEPTA), the NJ Department of Transportation, and other agencies. Funding for the project was provided by the Federal Emergency Management Agency (FEMA) under the Transit Security Grant Program for Tier I Rail Systems.
Mind-Alliance will train PARTSWG members in its Information Sharing Planning methodology, develop information sharing procedures using the CHANNELS software, and conduct a tabletop exercise. "CHANNELS provides the insights into information sharing requirements that Emergency Operations Centers, Fusion Centers, and all types of responders need in order to enhance inter-agency coordination," said David Kamien, CEO and Founder of Mind-Alliance Systems. Kamien is author of The McGraw-Hill Homeland Security Handbook and co-author of a forthcoming book about Information Sharing Planning. The CHANNELS planning tool streamlines the planning process and helps agencies identify and remove communication gaps, bottlenecks, delay, or single-points of failure. CHANNELS produces easy-to-read communication procedures for all types of emergency responders. It also provides senior management with a way to measure progress and prioritize the allocation of limited resources. The CHANNELS planning system complements emergency incident management software used during an incident.
"The DRPA is continually striving to improve homeland security and police standard operating procedures," says Robert Gross, Deputy Chief Executive Officer, DRPA. "This is in order to fulfill no just the requirements of the National Incident Management System, but also to allow us to excel in emergency management."
"We feel that this contract will give us the tools to help us in this effort, but also will lead to cutting edge, best practices in the field," says Gross.
With CHANNELS, planners without programming skills can develop information sharing procedures faster, less expensively and more efficiently than with manual methods. CHANNELS enables planners to manage the complexity of planning for multiple jurisdictions, levels of government and disciplines, and scenarios. CHANNELS also helps system integrators analyze their customers' requirements and develop proposals to architect integrated information systems. This supports "mission integration" and lowers the risk of communication problems impeding joint efforts to save lives and reduce damages in a disaster.
