New 'Drug-Driving' Law Hits the UK -- Should This Happen in the U.S.?
Kyle Simon
Director of Policy and Advocacy
Center for Lawful Access and Abuse Deterrence
"New legislation in the UK allows police officers to test drivers for traces of drugs for the first time. Officers no longer have to prove a driver was too impaired to drive -- only that they had an illegal level of drugs in their system. The new drive -- coupled with new DrugWipe testing kits -- allows police to test motorists for substances in less than 10 minutes using only a swab taken from inside a driver's cheek."
Simon is the director of policy and advocacy at the Center for Lawful Access and Abuse Deterrence (CLAAD). In his role, Simon manages policy and advocacy initiatives, provides policy analysis and drafting, directs rapid response efforts, and oversees a coalition of allied organizations focused on advancing common goals. His background includes several years of health care policy, advocacy and political experience. He has worked with policy makers on Medicare, Medicaid, and regulatory issues; served members of Congress; managed a statewide political organization representing the president of the United States; and held leadership roles in multiple political campaigns.

Feds, Industry Struggle With Oil Train Safety
Jack Massey
Energy Litigator
Sutherland Asbill & Brennan LLP, Houston
Safety concerns about trains carrying crude oil are leading to tougher regulations. The latest accident occurred Feb. 16 in West Virginia when a train containing highly volatile Bakken shale oil derailed and exploded, destroying a house and forcing water treatment plants to shut down. The Houston Chronicle recently reported that between 2 to 6 million gallons of Bakken shale oil is carried through the Houston area each week. Says Massey: "Any crude-by-rail accident poses potentially awful human consequences and company-ending liability. Avoiding such events is a moral and a business imperative. Federal regulators are toughening standards and taking on tank cars, but a significant part of the safety work will come from industry. Many operators have already adopted new tank car standards. These improvements are part of industry's broader initiative to enhance safety through aggressive leadership, improved culture, and investment in sophisticated safety systems."
