The FCC voted recently to approve net neutrality and regulate the Internet as a public utility, similar to how things are done with our landline telephone service, under Title II of the Telecommunications Act. Says Gill: "While there are positive implications for consumers for network neutrality, since legitimate content may not be blocked or throttled, there can also be some negative implications in case the ISPs are not allowed to charge content providers for transit peering. When content providers pay for the data they transmit, they benefit from video compression, since it reduces their total CDN bill, and the corresponding transit peering bill. ISPs also benefit, since fewer bits flow over their pipes to the end users."

Feds, Industry Struggle With Oil Train Safety

Safety concerns about trains carrying crude oil are leading to tougher regulations. The latest accident occurred Feb. 16 in West Virginia when a train containing highly volatile Bakken shale oil derailed and exploded, destroying a house and forcing water treatment plants to shut down. The Houston Chronicle recently reported that between 2 to 6 million gallons of Bakken shale oil is carried through the Houston area each week. Says Massey: "Any crude-by-rail accident poses potentially awful human consequences and company-ending liability. Avoiding such events is a moral and a business imperative. Federal regulators are toughening standards and taking on tank cars, but a significant part of the safety work will come from industry. Many operators have already adopted new tank car standards.
