Slovenian Tax Administration and IBM Sign Agreement for Modernized Tax System

LJUBLJANA, Slovenia, March 26 /PRNewswire-FirstCall/ -- The Tax Administration of the Republic of Slovenia and IBM (NYSE: IBM) today signed a three-and-a-half-year EUR 21.6 million agreement for the development of a solution that  will  accelerate the government's efforts to modernize tax procedures, improve transparency in tax administration operations, provide high-quality services adapted to taxpayers' needs and exercise better tax control.

This agreement marks the official start of the renovation of Slovenia's tax administration information system, which is essential in developing modern tax practices in Slovenia. The renovation will be completed in phases, ensuring uninterrupted operations of the tax administration. It is expected to be completed by the end of 2014.

In developing the new system, IBM will bring to bear expertise in tax solutions, accounting standards, financial operations and the SAP Tax & Revenue Management application -- including its integrated modules for central tax accounting, flexible tax assessment and Customer Relationship Management.  IBM will also apply SOA (Service-Oriented Architecture) based concepts and web services to combine existing and new IT assets and deliver new functionality.

For example, the new system will allow adjustments any time the regulations or legislation change. In addition, it will enable more detailed simulations of the effects of proposed tax measures, assisting the tax authority in understanding the broader implications of any legislation change. This will encourage a decision-making process where all consequences are known before a decision is made.

As a result of the renovation, the Slovenian Tax Administration expects to have a better control over the voluntary and timely fulfillment of tax obligations. Once it's in production, the new system  is expected to  generate  savings in the state budget. It will also be much more user-friendly, making it easier for taxpayers to obtain the information and documents they need, and facilitating the work of the Tax Administration's employees.
