PHILADELPHIA, Sept. 10 /PRNewswire-USNewswire/ -- The NTSB report is significant in that it categorically confirms, as indicated in our Complaint, that based on newly-revealed bridge authority audio tapes, the tugboat blindly pushing the barge up river was totally deaf to repeated distress calls from the duckboat and others. As expected, it does not begin to address the root causes of this avoidable tragedy, and certainly does not change our opinion regarding the need to continue the moratorium on duckboat service.
