A Statement from Ibrahim F. Amaish Chairman of the Justice and National Reconciliation Committee And the President of the House of Representatives Delegation of the Libyan - Libyan Dialogue
TOBRUK and TRIPOLI, Libya, Dec. 15, 2015 /PRNewswire/ -- At this time that we salute our great Libyan people and our sincere national forces which have made great sacrifices for the future of Libya and thus refused to leverage our nation in defending our freedom, independence, choices and decisions, in order to preserve its sovereignty and sacrifices of the land of Libya, therefore we make this official statement as follows:
Through the faithful Libyans with respect to God and to their homeland and to their humanitarian efforts;
A delegation from the House of Representatives (HoR) and the General National Congress (GNC) have met together for the very first time face-to-face as Libyans to Libyans on our own accord and without any external mediation. Subsequently, on December 5, 2015 in less than 48 hours an agreement has been signed for a proposal submitted to both the House of Representatives and the General National Congress for a "National Agreement of Declaration of Principles to resolve the Libyan crisis" and to return to the House of Representatives in Tobruk and the General National Congress in Tripoli to form two committees; one is designated to form a National Unity Government and the other is mandated to adopt the Constitution of the State of Independence, as first issued on October 7, 1951, and its amendments to be revised in order to achieve the objectives of the transitional period and define the functions of the legislative and executive authorities and the judiciary in light of the principles and goals of the revolution of February 17, 2011.
Thereupon, we intend to inform the UN Secretary-General Mr. Ban Ki-moon, of the content of what was approved in the agreement and our willingness to work with the United Nations.
The success of the Libyan National Accord highlights the failures of "Bernardino Leon," who has committed a series of fiduciary constitutional and political malfeasance that has greatly disturbed our people, who serving as an international trustee, imposed a government without any guarantees of security measures in our country and the protection of our violated borders and facing a wave of terrorism that is funded by the regional and international suspicious actors, and not least the violation of the Libya's sovereignty.
He appointed himself as a governor and appointed a government and the State Council in the absence of the elective Libyan legislative authorities who represent the people which declared its rejection and the reservation of what has been practiced by Bernardino Leon.
And, soon after "Bernardino Leon", "Mr. Martin Kobler," came forward who then insisted to continue from his predecessor, which then also ended up being rejecting by all Libyans as the choice of our options to return to the Constitution of the State of Independence, in the right way to gain a political victory on Libya and its people, and brought over from his side a group who are legally locked out from the General National Congress and others that also do not represent the House of Representatives or the General National Congress, which has been rejected by our country.
During the December 13, 2015 UN Rome Conference, Mr. Kobler, proposed a solution which was ignored by the demands as demonstrated the Libyan people, that are not condoned by the legitimate authorities in Libya, that are clearly shown as a violation of Libyan National sovereignty.
As declared by our people publicly and with strong emphasis of their will, and with a steady pace in an international legal framework to accomplish the correct procedures what has been most assuredly not approved by both the House of Representatives and the General National Congress in the framework of the principles of the agreement declared in Tunisia on Saturday, December 5, 2015.
We Libyans, at the regional and international level, we do declare that regardless of what has been transpired by the United Nations Mission in Libya, and with the grace of God, we will not forget the sacrifices of our people and the right of our will to succeed.
