"We are honored to have someone of Ms. Lugo's eminence join the fight to maintain state sovereignty in Texas and across the nation," said Brooke Rollins, President and CEO of the Texas Public Policy Foundation. "Her experience as appellate level practitioner and constitutional law professor, and her record of vigorous public engagement, equip her to mount a skilled and assertive campaign for states' sovereignty."

"The Texas Public Policy Foundation is the nation's premier state-based think tank," said Ms. Lugo. "As the nation's economic leader, the Lone Star State is powerfully positioned to confront and defeat federal overreach — and indeed it has a proud record of doing just that. I am eager to apply the principles of President Reagan's Executive Order on Federalism, centered on the belief that states uniquely possess 'the competence to discern the sentiments of the people and to govern accordingly.' I look forward to bringing my experience to the Foundation, and I am eager to lead the charge for real Constitutional liberty."

As Co-Director of the Center for Constitutional Jurisprudence Center in California, Ms. Lugo co -authored circuit-level and Supreme Court amicus briefs on a variety of issues from Structural Separation of Powers, Federalism, Commerce Clause, Police Powers, and Healthcare Reform. She was a clinical visiting and adjunct professor at Chapman University School of Law where she taught originalist theory and advanced brief-writing skills for the Constitutional Law Clinic.

Ms. Lugo was president of the Orange County, California, Federalist Society lawyer chapter for seven years and currently serves on the Federalist Society National Security and International Law Executive Committee. She is Founder of the Libertas-West Project, a center for advancement of Western-based cultural cohesion discourse. Ms. Lugo has been a regular guest on the Orange County PBS local issues debate program, Inside OC, and she is a frequent contributor to Pajamas Media, National Review Online, Townhall.com, American Thinker, and Family Security Matters. She has been interviewed by dozens of radio hosts and has spoken for hundreds of civic groups on constitutional and cultural concerns.

Karen Lugo is Director of the Center for Tenth Amendment Action at the Texas Public Policy Foundation.
