But that relationship comes with responsibilities. One was set this week in 1894, when the first statewide dog license law was enacted by New York. The American Society for the Prevention of Cruelty to Animals was designated to carry out the provisions of the law. In big cities, the fee was $2 a year. There are more than 83 million dogs in U.S. households. Devoted dog owners — in both senses — spend an average of $231 annually on visits to the nation's 30,000 veterinary services offices.
